The Demise of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are released from various governments. Immense energy is devoted on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a ability provided through timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons roared overhead – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, presumably supplied through allied countries. Every launch shakes the surroundings, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and another blackout.

Ongoing Risks

Soon after, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a defensive team – almost certainly Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are demonstrably unable to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, certainly, endure.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration operates on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is impossible to compel Moscow to surrender the land that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does nothing to deter Moscow, through statements or actions, from believing that the situation will not change more in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but averting a total frontline collapse until conditions improve in its favour.

Present Conditions

Realistically, there are no real preconditions for a truce. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a only one week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
